rvnminers-A-and-N 03eb2efef8 test: give the web listener failure the must-happen wait 
TestRemoteWebAccessIsOptInTLSAndCanBeDisabled waited two seconds for a
closed listener to show in the live state. That has to happen, so it now
uses eventualWait, as #471 has the other must-happen waits do.
